US to Impose Export Restrictions on Quantum and Chip Tech to China

The Biden administration plans to introduce export controls on essential technologies, including quantum computing and semiconductor products, aiming to coordinate with key allies to curb technological advancements in China and other rival nations.

The forthcoming rules would limit the export of quantum computers, critical chip-manufacturing equipment, advanced semiconductor technology known as gate-all-around, and related components and software made from metals and metal alloys.

These restrictions would affect all foreign exports but would allow for licensing exceptions for countries that implement similar controls, such as Japan and the Netherlands, among other close allies. The U.S. Commerce Department expects more countries to adopt these measures, as stated in a recent announcement.

The U.S. holds a leadership position in various academic and research fields, and offering easier licensing approvals could incentivize more countries to align with the U.S. strategy. Historically, Washington has increasingly restricted China and other adversaries from accessing advanced technologies vital for artificial intelligence development, citing the potential military advantages these technologies could provide to Beijing.

ASML Holding NV, a key player in manufacturing equipment necessary for creating top-tier semiconductors, announced on Friday that it could now seek approvals directly from the Dutch government for shipping certain machinery, bypassing the U.S. Meanwhile, Taiwan’s Economic Minister indicated that Taiwan would align its policies with those of Washington, citing adherence to global norms and the influence of international allies.

Minister Kuo Jyh-huei emphasized the importance of following international standards, stating, “Taiwan cannot be independent from the norms of friendly countries in the world. I think we should follow suit.”
