The United Nations has passed a modified resolution regarding aid to Gaza that does not include a demand for the suspension of hostilities

The United Nations Security Council has approved a revised resolution that focuses on expediting aid deliveries to the hungry population in Gaza but does not include the initial call for an “urgent suspension of hostilities” between Israel and Gaza.

The vote, which took place after several delays, resulted in a 13-0 decision, with the United States and Russia abstaining. The U.S. abstention prevented a potential American veto, as seen in previous Gaza resolutions following the surprise attacks in October.

The resolution, sponsored by United Arab Emirates Ambassador Lana Nusseibeh, is seen as a positive step to alleviate the suffering of the people in Gaza. It emphasizes the urgency of addressing the humanitarian crisis and calls for immediate, unimpeded humanitarian access.

While Russia attempted to reintroduce stronger language demanding the immediate suspension of hostilities, the United States opposed it. As a result, the resolution does not include a clear call for a ceasefire but rather emphasizes the need to create conditions for a sustainable cessation of hostilities.

The resolution also highlights the importance of releasing all hostages and deplores attacks against civilians and civilian objects, as well as acts of terrorism. However, it no longer calls for the exclusive monitoring of humanitarian relief consignments but requests the UN Secretary-General to appoint a coordinator to monitor relief deliveries to Gaza.

Israel’s Deputy Ambassador Brett Jonathan Miller expressed criticism regarding the Security Council’s failure to condemn the October attacks, emphasizing the ongoing humanitarian aid efforts by Israel.

UN Secretary-General Antonio Guterres highlighted the challenges in delivering humanitarian aid to Gaza due to the current offensive and called for a humanitarian ceasefire. He stressed the need for safety, logistical capacity, and the resumption of commercial activity to address the humanitarian crisis effectively.

The resolution reaffirms the Security Council’s commitment to a two-state solution and unifying the Gaza Strip with the West Bank under the Palestinian Authority.

Despite the resolution’s limitations, it represents an important step toward addressing the urgent humanitarian needs in Gaza, where a significant portion of the population is facing severe food shortages and suffering. The situation in Gaza remains dire, with the ongoing conflict exacerbating the crisis.
