No aid or reconstruction without Hezbollah disarmament, says Rajji

The United States has made it clear that Lebanon’s reconstruction efforts will not progress unless Hezbollah disarms. Deputy U.S. Special Envoy Morgan Ortagus conveyed this message to Lebanese officials, emphasizing that foreign aid is contingent upon two key conditions: the implementation of economic reforms and the establishment of state monopoly over arms. Ortagus highlighted that while some progress has been made, it remains insufficient, and these prerequisites must be fulfilled promptly.

In discussions with Lebanese leaders, Ortagus expressed encouragement regarding their commitment to reforms but acknowledged the challenges ahead. She noted that while the government is working swiftly, the path to change is complex and will require time. Ortagus also mentioned plans to facilitate diplomatic talks between Lebanon and Israel to address unresolved issues, including the release of Lebanese prisoners and disputes along the Blue Line.

Lebanon has expressed willingness to negotiate the disputed points along the Blue Line through a military committee, similar to the 2022 U.S.-brokered maritime demarcation deal. However, Lebanese officials have firmly stated that normalization of ties with Israel and direct negotiations are not under consideration.

They have called for international pressure on Israel to withdraw from occupied Lebanese territories, asserting that such a move would eliminate Hezbollah’s justification for retaining its weapons and bolster the Lebanese state’s position in pursuing diplomatic solutions.

Despite a ceasefire agreement, Israel has continued airstrikes in Lebanon, citing security concerns and targeting Hezbollah positions. These actions have included strikes on prefabricated homes for residents displaced by the conflict, further complicating the situation on the ground.
