Israel is considering the development of a humanitarian facility in northern Gaza

Israeli authorities are considering the creation of a “humanitarian compound” in northern Gaza for housing Palestinians displaced by recent conflicts, as reported by two Israeli officials and an international humanitarian official in contact with CNN.

This initiative aims to provide shelter for Palestinian civilians in northern Gaza after the Israeli military concludes its ongoing operations in the region. Currently, the details of the compound, including its capacity and the likelihood of its realization, are still under early discussion. This plan signals Israel’s initial steps in contemplating the return of Palestinian civilians to the area post-military action.

Israel has communicated its exploratory plans to the United States and intends to seek support from other nations. The international humanitarian official acknowledged ongoing conversations about the project, suggesting the potential involvement of various countries and private organizations.

Israeli military leaders believe they are nearing the end of their campaign against Hamas militants in Jabalya and the Shujaiya neighborhood of Gaza City, which are among Hamas’ last strongholds in northern Gaza.

Israel’s Defense Minister Yoav Gallant hinted at the possibility of displaced civilians returning to northern Gaza after the military meets its objectives there. During a press conference with US Defense Secretary Lloyd Austin, Gallant suggested a phased return, possibly beginning in the north.

The conflict has displaced nearly 85% of Gaza’s population, with many from northern Gaza lacking homes to return to, thereby necessitating the construction of shelters. According to a United Nations Satellite Centre analysis, approximately 80% of structures in northern Gaza suffered damage or destruction due to intense Israeli bombardment.

Amid pressure from the United States to de-escalate military activities in Gaza and establish safer zones for Palestinian civilians, the Israeli government is looking into this project.

This development follows visits from US officials, including Defense Secretary Lloyd Austin and National Security Adviser Jake Sullivan, who urged Israeli leaders to provide a timeline for reducing combat intensity and prioritize humanitarian aid for Palestinian civilians.

In addition to this project, Israel is also discussing post-war reconstruction efforts in Gaza with the United States and Gulf countries, as confirmed by the officials.
