The recent North Korean nuclear test demonstrated two things. First, by over-focusing on Iran, the international community gave Kim Jong-Il significant latitude to defy the nuclear Non-Proliferation Treaty (NPT). Second, it is absolutely clear today that a decade of threats has encouraged - rather than deterred - North Korea to pursue its nuclear ambitions.
